From 11.59pm on Wednesday 1 July, there will be changes in restrictions to respond to the increase in case numbers and to help reduce the risk of further transmission.
Based on what is known about cases and patterns in transmission, different restrictions will be applied to certain areas in Victoria.
State-wide – restrictions that apply across Victoria
To help keep our communities safe and reduce the number of people gathered across Victoria, changes have been made to the restrictions. These changes will come in to place from 11:59pm 1 July:
Victorians are being asked to use common sense when it comes to visiting friends and family, especially those who are more vulnerable. That means seeing only those you need to – if you need to.
shopping centres are required to apply the four square metre rule to limit the number of shoppers.
outdoor markets are required to apply the four square metre rule to limit the number of shoppers.
you can visit a restricted postcode for four reasons: shopping for food and supplies, care and caregiving, exercise, and study or work – if you can’t do it from home.
If you need to travel through one of the restricted postcode areas, you can. You should plan your trip so that you don’t need to stop in an impacted area unless it is for one of the four reasons.
Restricted postcodes – restrictions apply to specific areas experiencing a high level of transmission or are at high risk of transmission
Given the increasing numbers of coronavirus (COVID-19) in particular locations and the heightened risk of transmission, Stage 3 Stay at Home restrictions will be applied to impacted areas.
If you live in one of these locations you need to stay at home. There are four reasons that you can leave home:
Shopping for food or other essential items
To provide care giving, for compassionate reasons or to seek medical treatment
For exercise (outdoor exercise only, with only one other person or members of your household)
Work or study, if you cannot work or study from home
Additional restrictions have also been put in place:
you cannot have visitors to your home except for caregiving or compassionate reasons or receiving services.
you can no longer visit friends and family who live at another household, except for caregiving or compassionate reasons or providing services.
you cannot travel except for one of the four reasons outlined above.
There will also be activity, facility and venue restrictions in restricted postcodes:
restaurants and cafes can open to serve takeaway and home delivery only
pubs, bars, clubs, nightclubs will be closed. They can offer take away food and alcohol
beauty and personal care services will be closed, apart from hairdressers and barbers
libraries and community venues will be closed, except for essential public support services such as food banks
religious ceremonies and private worship can only occur online
restrictions on the number of people who can attend weddings and funerals
indoor sports centres including gyms, training facilities and pools will be closed
community sport training and competition cannot occur within a restricted postcode. If you live in an impacted area you cannot participate in community sport elsewhere
galleries, museums, historic sites, zoos, outdoor amusement parks and arcades, play centres, indoor and drive-in cinemas, concert venues, theatres, auditoriums, arenas, stadiums, casinos and gaming will be closed
outdoor sport facilities will be closed. Personal training outdoors can occur but with a limit of two participants plus the instructor
holiday accommodation and camping will be closed except for those who reside there for emergency accommodation or work purposes
Primary and secondary school students can continue to attend school for face-to-face learning when it resumes after school holidays. For further information please view the Statement from the Premier.
If you live in one of the restricted postcodes and are currently on holiday you can continue your holiday. From 11:59pm, 1 July you will not be able to leave these areas for a holiday.

I live in a restricted postcode but I am currently on holidays – am I required to return home?
From 11:59pm on 1 July, if you normally live in a restricted postcode but are on holidays elsewhere, you may continue that holiday.
From the start of the Directions (11.59 pm on 1 July), people living in a restricted postcode are required to stay at home except for the four reasons (shopping for necessary goods or services, care or compassionate reasons, exercise, and work and study) and will not be permitted to leave home for the purposes of a holiday.
I live in a restricted postcode – can I attend a funeral or a wedding outside of my area?
From 11:59pm on 1 July, you may travel outside of a restricted postcode to attend a wedding or funeral, noting that the location of the wedding or funeral determines what restrictions apply.
You should never attend a wedding or funeral if unwell. And if you are in a restricted postcode you should consider having a coronavirus (COVID-19) test before attending such an event, wear a mask and ensuring that you practice physical distancing at the event.
Weddings in a restricted postcode will be restricted to 5 people (the couple, two witnesses and the celebrant). You can travel to a wedding outside an impacted area.
Funerals held in a restricted postcode will be restricted to 10 people plus those required to conduct the funeral. You can travel to a funeral outside a hotspot.
A wedding or funeral held in a private residence outside of a restricted postcode will be limited to five visitors, plus the celebrant.
Religious services and private worship will need to be streamed online as places of worship will be closed in restricted postcodes except to hold weddings, funerals or public services such as foodbanks.
I live in a restricted postcode – can I leave my area to buy groceries or go to work?
From 11:59pm on 1 July, the restrictions will not prevent you from leaving your area. However, if you live in a restricted postcode, you are required to stay at home except for four reasons – shopping for necessary goods or services, care or compassionate reasons, exercise, and work and study (if you cannot work or study from home).
These restrictions to local residents of restricted postcodes whether they are in or out of their postcode. Wherever possible, residents should limit their movement and ensure their activities are close to home.
You should only shop when necessary (e.g. avoid going to the supermarket every day and shopping online is encouraged where practical).
I live in a restricted postcode – can I exercise at the park with someone who is not part of my household?
From 11:59pm on 1 July, changed gathering limits apply to restricted postcodes. If you live in an impacted area, you are only allowed to exercise with one other person, or members of your household. This applies even if you leave a restricted postcode to exercise.
I live in a restricted postcode – can tradespeople come into my home?
Tradespeople are able to visit your home if required.
As always, minimise physical contact where possible, including paying with a direct bank transfer or contactless payment.
I live in a restricted postcode. Can I undertake recreational activities like fishing or golf?
No. If you live in a restricted postcode, there are only four reasons to be out (shopping for necessary goods or services, care or compassionate reasons, exercise, and work and study if you cannot work or study from home).
This is an important step to help us slow the spread of the virus.
I don’t live in a restricted postcode – can I travel into a restricted postcode to buy food or groceries?
From 11:59pm on 1 July, shopping for necessary goods or services, such as food or groceries, is one of the four reasons to travel to a restricted postcode. Additional restrictions on businesses apply in these areas (e.g. restaurants are takeaway only).
I don’t live in a restricted postcode – can I travel into a restricted postcode to visit friends or family at a park?
From 11:59pm on 1 July, if you don’t live in a restricted postcode then you can only travel into a restricted postcode for one of the four reasons – shopping for necessary goods or services, care or compassionate reasons, exercise and work and study – or in order to reach another area.
You should connect with loved ones in these locations in other ways including video conferencing, phone calls, text message or social media.
Can I visit friends or family if I live in a restricted postcode?
From 11:59pm on 1 July, if you live in a restricted postcode you cannot visit friends and family who live at another household or have visitors to your home. The exception to this is if you are providing caregiving or visiting for compassionate reasons, providing a service or for work purposes.

My partner and I live separately from one another – and I live in a restricted postcode. Can we still see each other?
Partners living separately are able to visit each other at home. While they are visiting you in a restricted postcode, they must abide by the restrictions and can only leave your home for one of the four reasons.
